He said the nuclear plant would return to fully safe operation only after the Russian military is finally forced to leave the ground, “when they remove their weapons, their ammunition, when they stop shelling Enerhodar and neighboring areas and stop their provocations.” Mr. Zelensky added: “And the main thing that needs to happen is the demilitarization of the factory floor.
